The National Labor Relations Board has issued an unfair labor practices complaint against UPMC, citing 13 instances of discouraging union organizing at three UPMC hospitals over the past year.
NLRB issued the complaint on Monday and requested a response from UPMC by Feb. 9. A hearing on the charges was scheduled for April 14 in downtown Pittsburgh.

The alleged anti¬union activity began in September 2013 when a UPMC security manager denied a non-employee union representative access to the driveway and other outside areas and continued through June 2014 when two employees were interrogated by hospital supervisors about their union sympathies, according to the complaint. The supervisors also created the impression of surveillance among its employees.

The Service Employees International Union has been trying to organize UPMC hospitals for some time and the complaint is the third filed against the hospital giant since 2013.

UPMC spokeswoman Gloria Kreps dismissed the complaint as an attempt to discredit the hospital system. “The SEIU has yet again resorted to manufactured unfair labor practices charges in an attempt to discredit UPMC during its unsuccessful attempt to organize hospital employees,” she wrote in a statement. “For the SEIU, this is no longer about representing its members but rather about advancing its political goals by creating a media spectacle of protests and unfair labor practice charges that will resurface as long as UPMC hospital employees resist the SEIU organizing activity.”
